Here are the step-by-step instructions for creating a layered design using the Blend Tool in Adobe Illustrator:

Step 1: Convert Text to Outline (if applicable)
Type your text in Adobe Illustrator.
Select the text and go to Type / Create Outlines (or press Ctrl + Shift + O on Windows / Cmd + Shift + O on Mac).
This will convert your text into vector shapes.

Step 2: Create Your Base Shape
Draw the shape you want to use for your design. This could be a simple rectangle, circle, or any custom shape.
Duplicate the shape twice by selecting the shape and pressing Ctrl + C to copy, then Ctrl + V to paste (or Cmd + C and Cmd + V on Mac).

Step 3: Apply Colors
Select the first shape and apply the color you want for the main design.
Select the second shape and apply the same color as your background.

Step 4: Use the Blend Tool
Select both shapes.
